Head of Finance Technology

Role Purpose

To define the Finance Technology Services strategy and deliver the technology capability for all Finance services, in line with the Group CT strategy to support delivery of business goals. This role will be ultimately accountable for all Finance related applications and platforms, including Oracle, and will work closely with the Finance function and Operations to deliver against their requirements

Key Responsibilities

  • Leads the development and execution of strategy for Finance Technology, setting and driving the achievement of critical metrics and objectives through effective leadership and ensuring alignment with the broader CT and Group technology strategies
  • Leads a team of technical SMEs aligned to Finance Technology, e.g., engineers, product aligned architects, product owners, etc., for the delivery of Change services against Finance business requirements and the day to day delivery of Finance technical services, ensuring that the agreed operational SLAs and critical metrics are met
  • Accountable for all Finance aligned products and applications e.g. Oracle
  • Champions and delivers an agile delivery methodology to enable business agility and a culture of continuous improvement. Provides leadership, mentor and development to their team to drive high performance
  • Maintains relationships with key suppliers, setting performance standards and handling the resolution of raised service issues
  • Ensures resource optimisation through a blended strategic workforce plan of FTE/Contractor and Scale partners, making sure that prioritisation is aligned with business priorities
  • Works with the centralised CT Delivery management team and their Tech Function counterparts across CT to ensure that they have insight of their respective plans and priorities
  • Ensures that all teams have been trained in appropriate methodologies, standards and policies and understand their role in the organisation
  • Demonstrate the latest emerging & innovative technology and automation and promotes it adoption across the function, to enable business growth, simplification of processes, improved customer experience and cost reduction of delivery & maintenance

Critical Deliverables

  • Develop technical capability for Finance to enable provisioning of services to LSEG
  • Establish and achieve service performance, growth/ productivity, costs and benefits targets
  • Ensure continuous innovation to the technology stack
  • Ensure appropriate governance, implementation and operational delivery of Finance Systems
  • Deliver the enterprise application strategy and roadmap for Finance e.g. improving Oracle across other functions
  • Define and maintain system resiliency, Business continuity and disaster recovery plans for all Finance applications and Systems in alignment with the Group’s overall BCP strategy and plan


This role impacts all colleagues within the Finance Technology capability and the consistency, cost and quality of Finance Services delivered to LSEG

Technical / Job Function knowledge

  • Experience in Finance Services and processes, especially those demonstrating Oracle
  • Modern engineering practices, agile practices, automation and deployment pipelines
  • Engineering balanced solutions and processes for the long term.
  • Experience handling products on different solution models (SaaS, PaaS, managed service etc.)
  • Experience building and operating a technology organisation operating at scale across multiple products
  • Experience of the developing and executing strategy and governance across a number of fields including Product Engineering, DevOps, CI/CD, Change Management, and delivering the agreed strategy to completion
  • Experience of demonstrating deep and broad knowledge of emerging technology to promote innovation across the organisation to deliver services and solve business problems
  • Experience of building and leading a scaled agile function
  • Proven track record of using industry standard processes and frameworks and promoting innovation across the organisation in the use of technology to solve business problems

Business and sector expertise

  • Experience working financial services or similar regulated organisations
  • Experience of working in global organisations and sophisticated post-merger integration programmes with significant business impact
  • Experience of developing and influencing strategic working relationships with key technology suppliers
  • Experience of developing technology strategies, defining and supervising budgets, and leading teams to deliver in a service-focused environment

Leadership and management experience

  • Experience as a Shared Services or Systems Lead or in a similar Technology leadership role in a global financial Services, FinTech, or Technology organisation
  • Experience building and operating a Technology organisation at scale across multiple product
  • Ability to build and maintain effective relationship with a division’s Business and Technology partners. Be the voice of Finance Technology in the division/Business area and the voice of the Business within CT
  • Experience in leading robust teams and empowering them to deliver against the agreed strategy & roadmap
  • Experience of establishing an agile culture and leading a scaled agile function
  • Experience of establishing and supervising governance, including accountability, engagement, critical metrics, etc., and planning and controlling budgets
  • Examples of where they have showcased thought leadership by identifying industry technical trends as well as customer and Engineering feedback to recommend, plan for, and address core market opportunities

  • Strong verbal and written communication skills, with particular ability to communicate technical information to non-technical partners and to listen to identified concerns and adapt accordingly
  • Ability to influence across multiple Functions
  • Experience of successfully planning and delivering large scale sophisticated technology integrations and technology transformation programmes
  • Ability to work well under pressure – particularly during an incident.
  • A continuous desire and willingness to learn and develop your current knowledge and skillset
  • Frequently keeps up-to-date with the latest industry development and technology innovations
  • Flexible in approach, adapting plans and strategies to help handle risks around ambiguity
  • Strategic problem solver with strong intuition for business and well-versed in current technological trends and business concepts
